The governor is confused about his daughter, who has refrained from speaking for years for unknown reasons. What is worse is that the suitors have refrained from coming forth for this same reason. The governor decides to open the door to suitors from the public, provided that the suitor succeeds in making her speak, and that he should be sentenced to death if he fails.
